Title of Presentation : European Human Rights protection: teaching with racial profiling cases

Short Abstract : To teach Human Rights protection in Europe we may do different things and take different perspectives: to talk about in which way are rights protected (Procedure law); which norms protect human rights (International Law); which institutions guarantee the protection of human rights (Constitutional and International law); how human rights are justified, used by lawyers or judges… (Philosophy of Law)? I propose to take a case or real problem (about racial profiling) and to teach-learn through an integrated idea of Law. In this presentation I use and explain a collaborative learning method.

Title of Presentation : Empowering Communities through Law School Clinics in Effecting Good Rural Governance in Developing Countries

Short Abstract : India is viewed by the world at large as a fast paced growing economy. However, one cannot be blinded with the growth rate, as economic growth does not necessarily result in development. India is a classic example of growing economically when large sections of the population, particularly in rural areas have largely remained untouched by the positive aspects of development. Therefore, there is a need to address the concerns resulting from such a scenario and to focus on social development.

Several policies and welfare measures in terms of guaranteeing employment, subsidized food grains through public distribution system, public health, free and compulsory education, mid-day meals to the children in public schools and greater transparency in governance are the key for good rural governance and social development.

Some law school clinics in India came up with some innovative initiatives in involving citizens in effecting governance for effective delivery of services to the poor.

Short Bio : Professor Saura is Professor of International Law at the University of Barcelona. He is the President of the Human Rights Institute of Catalonia since 2004. Professor Saura has served as an Accredited International Observer in South Africa (1994), Palestine (1995-96 and 2005), Bosnia and Herzegovina (1996 and 1997), Togo (1998) Peru (2001) and Guatemala (2007). He was worked extensively and is author of books and articles on international human rights and humanitarian law, self-determination of peoples, use of force in international relations, law of the sea and climate change, among others. He coordinates the academic program of the legal clinic “dret al Dret” (right to Law) at the Law School of the University of Barcelona.
